The Law enshrines the authority of the Civil Aviation Authority to grant approval regarding the airworthiness of an aircraft of a foreign state, at the request of the state and its institutions or an Israeli corporation, as well as its authority to charge the applicant for the approval payment for the work hours invested by Civil Aviation Authority employees in granting the approval, as well as reimbursement of expenses incurred by the Authority or any of its employees in granting the approval, whether or not the approval was granted. Such an airworthiness approval is an approval that the installation of aviation equipment or of a system that is not such equipment, in an aircraft of a foreign state, or the performance of a change to aviation equipment or such a system installed in an aircraft of a foreign state, does not impair the airworthiness of that aircraft. This airworthiness approval is required because Israeli companies among the defense industries wish to compete in international tenders for the installation of aviation equipment and systems in aircraft of foreign armies, or for making changes to such equipment and systems installed in those aircraft. As part of the tender conditions for carrying out such projects, bidders - that is, the Israeli companies - are required to declare that there exists in the relevant state an external governmental body that has no conflict of interest and that has, within its area of expertise and authority, the power to grant approvals in the field of aviation, and that can confirm that the installations or changes made to the aircraft have not impaired its airworthiness and safe flight.
