Amendment No. 13 is a comprehensive amendment to the Postal Law, 1986, intended to promote competition in the postal market, improve postal services provided to the public, and preserve the ability of the Israel Postal Company to provide basic services to the public while increasing enforcement and supervision of its activities. First, the Law provides that the exclusivity held by the Israel Postal Company over providing postal services in the "reserved area" - sending mail items to non-business customers, weighing up to 500 grams and priced up to 5.40 new shekels - will be abolished. Second, the Israel Postal Company is given the option to provide new services in the field, in addition to those permitted to it prior to the commencement of the Amendment, subject to advance notice to the Minister of Communications.
