The Law further provides that during the transition period, the provisions of Section 172(2) of the Planning and Building Law shall apply to the facilities, which allows construction in an existing facility without obtaining a permit or under a permit from the Committee for Security Facilities, subject to conditions detailed in the Law and within a limited and defined scope. In addition, the Law provides that if a plan for a facility is not deposited within seven years of the privatization date, the transition period regarding it shall end; however, the Minister of Finance and the Minister of Defense may extend this period by two additional periods of two years each. The transition period shall also end if a plan for the facility is not approved within four years of the deposit date.
