Section 7A of Basic Law: The Knesset provides that a list of candidates, as well as a single candidate, shall not participate in elections to the Knesset "if the goals or actions of the list, or the actions of the person, as the case may be, expressly or implicitly" negate the existence of the State of Israel as a Jewish and democratic state, incite to racism, or support the armed struggle of an enemy state or a terrorist organization against the State of Israel. Amendment No. 46 to the said Law clarifies that "a person's actions" also include statements, in accordance with the accepted approach in case law.
