Official summary of the law (Knesset)
The Authority for the Fight against Violence, Drugs and Alcohol Law, 2017 was passed in its second and third readings on 26 July 2017. In 1988, the National Authority for the War against Drugs and Alcohol Abuse was established as a statutory corporation with independent powers, under the National Authority for the War against Drugs and Alcohol Abuse Law, 1988. Its main role was to act against drug and alcohol abuse for the benefit of society's welfare and to improve the quality of life of the residents of the State of Israel. Alongside its activity, the Ministry of Public Security operated, through the "Matzileh" division and the "City Without Violence" program run by the Ministry, various programs to prevent violence and increase residents' security in local authorities. The new Law provides that a single government authority will be established within the Ministry of Public Security, which will incorporate the Authority for the War against Drugs, the Matzileh division, and the "City Without Violence" program, and will carry out all the activities that these bodies have performed until now. This authority will be called: the "Authority for the Fight against Violence, Drugs and Alcohol," and its budget will be determined in the annual Budget Law, within the budget of the Ministry of Public Security. The Law enables the absorption of the employees of the current authority into the new authority as civil servants, exempt from tender procedures. The roles of the new authority will include, among others: recommending to the Minister of Public Security a comprehensive policy in the field of activity and promoting legislative amendments on the matter; developing and implementing professional programs in the fields of prevention and enforcement; acting to deepen public outreach and awareness and encourage volunteering in the field of activity; promoting cooperation by assisting government ministries, the police, and other relevant bodies operating in the field; and promoting ties with relevant international bodies. The Law also provides that the Minister of Public Security will establish an advisory committee for the new authority, whose members will be representatives of all government ministries dealing with the matter, as well as public representatives to be determined by the Minister.

What was said in the plenum
The law abolishes the National Authority for the War on Drugs and Alcohol Abuse as an independent statutory corporation, and merges it with the "City Without Violence" and "Matzila" programs into a new inter-governmental authority within the Ministry of Public Security, alongside arrangements for absorbing employees. The discussion focused on whether treatment of drugs, alcohol and violence should be concentrated under a ministry dealing with enforcement and policing, or whether the matter should remain with an independent body or with the health and welfare ministries, which are better suited to a therapeutic-rehabilitative approach.

Arguments for
- Establishing a single authority that unifies three similar bodies (the old Authority, "Matzila" and "City Without Violence") will prevent duplication, streamline the use of resources, and actually increase the budget allocated to prevention programs in the field.Gilad Erdan (Likud), David Amsalem (Likud)
- The three bodies being merged all deal with prevention and education rather than criminal enforcement, so concerns about criminalization or police targeting are not relevant to the proposed change.Gilad Erdan (Likud)
- When the Authority was under the Prime Minister's Office it did not receive sufficient ministerial attention, whereas concentrating the matter under a single address and a responsible party allows for better management and oversight.Gilad Erdan (Likud), David Amsalem (Likud)
- Guarantees were arranged so that existing employees would be assigned to suitable positions and their conditions would not be harmed, and so that the authorities of the Welfare and Health Ministries continue to exist as they do today.Gilad Erdan (Likud), David Amsalem (Likud)
- Periodic reorganization of government bodies is a legitimate and necessary managerial action to examine and correct old organizational structures, and does not require a fundamental conceptual change regarding the subject itself.David Amsalem (Likud)
Arguments against
- The placement of the new authority within the Ministry of Public Security, whose main function is enforcement and policing, is not suitable for the treatment, education, rehabilitation and welfare that the field requires, and it would therefore have been correct to place it within the Ministry of Health or Welfare.Tamar Zandberg (Meretz), Abdullah Abu Maaruf (Joint List), Jamal Zahalka (Joint List), Esawi Frej (Meretz), Yousef Jabareen (Joint List), Merav Michaeli (Zionist Union), Yael German (Yesh Atid)
- The transition to an external and independent statutory authority (as it was under the Prime Minister's Office) allows for flexibility, genuine inter-ministerial coordination, and equal participation of all relevant ministries, and therefore it should not be subordinated to a single ministry.Tamar Zandberg (Meretz), Jamal Zahalka (Joint List), Yousef Jabareen (Joint List), Yael German (Yesh Atid)
- The bill is dictated by organizational-budgetary considerations and the accumulation of powers by a particular ministry (a "petty cash fund"), rather than by genuine professional considerations for the benefit of the public in need.
- The modern approach treats users and addicts as victims in need of medical, educational and rehabilitative treatment rather than as criminals, in contrast to the global trend of distancing treatment of the issue from enforcement bodies.
- There is serious concern regarding the fate of existing employees and regarding the very possibility that treatment and rehabilitation areas (detox clinics, dual diagnosis, medication addiction) will not receive proper handling within the Ministry of Public Security.Tamar Zandberg (Meretz), Abdullah Abu Maaruf (Joint List), Yehuda Joshua Glick (Likud), Yael German (Yesh Atid)
