Section 14 of the Enforcement Law, 1967, allows the Enforcement Registrar to issue a stay-of-exit order against a debtor, or require the deposit of a passport, or require the provision of a guarantee for leaving the country, if there are grounds to assume that the debtor is about to leave the country without having settled the debt, or that the debtor's departure may thwart the execution of the judgment. This Law establishes that if a debtor's total adjudicated debts in enforcement proceedings (excluding alimony debt) are less than 50,000 new shekels, the Enforcement Registrar may not issue a stay-of-exit order against the debtor or require the deposit of a passport or the provision of a guarantee under the aforementioned section. The Law also provides that if the Enforcement Registrar issued an order or instruction under the aforementioned section (when the debtor's total debts exceeded 50,000 new shekels) and the debtor's total debts subsequently fell below 40,000 new shekels, the order issued shall be revoked - if the debtor requests it. These restrictions shall not apply to an enforcement file concerning an alimony debt, and it will be possible to continue issuing a stay-of-exit order or other instructions under the aforementioned Section 14 for the purpose of collecting an alimony debt even if its amount is lower.
