The amendment replaced the arrangements established in the Emergency Regulations (Release Committee Hearings), 2020, whose purpose is to regulate the manner of conducting hearings in release committees and in the Committee for Review of Sentences, operating under the Military Justice Law, in a way that will minimize, as much as possible, the risk of infection of prisoners resulting from their exposure to persons from outside the prison. Therefore, it was determined that, except for a few types of hearings, release hearings will not be held during the period of validity of the Minister of Justice's notice of a special state of emergency under the Courts and Enforcement and Collection Authority Offices Regulations, unless the chairperson instructs that they be held due to the urgency of the matter. In addition, provisions were established regarding the manner of conducting committee hearings without the presence of prisoners in the hall, but rather with their participation remotely by technological means, and, if necessary, also with the remote participation of the other parties to the hearing and of the release committees themselves. The prisoner's right to request a repeat hearing in their presence once there is no longer any impediment to doing so was established.
