Prior to the amendment to the Income Support Law, 1980, the mother of a child in her custody who had not yet reached the age of two, or a single parent of a child residing with them who had not yet reached the age of two, were entitled to a benefit without the obligation to report to the employment bureau. Under the amendment, entitlement to the benefit without the obligation to report to the employment bureau will be granted to the parent of a child who has not yet reached the age of two and who is in that parent's custody, even if not a single parent, provided that if the child's parents are spouses, the entitlement will be given to the mother, unless they chose for it to be given to the other spouse. The spouses may change their choice only after six months have passed from the date of the previous choice.
