Prior to the amendment of the law, fine offenses were divided into two types, differing in the default option they set: offenses of the 'optional fine' type and offenses of the 'optional trial' type. In offenses of the 'optional fine' type, a person would receive a summons to trial, but had the option of paying a set fine instead of undergoing trial. If the person took no action, a trial would be held in his case, even if he did not dispute having committed the offense. In offenses of the 'optional trial' type, a person would receive a notice to pay a fine, but had the option to stand trial for the offense, provided he explicitly requested it; otherwise, the fine would be transferred for collection. The amendment to the law abolished the 'optional fine' arrangement (with one exception in the Prevention of Sea Pollution by Oil Ordinance [New Version], 1980), so that all fine offenses are now of the 'optional trial' type.
