The Supervision of Financial Services (Provident Funds) Law (Amendment No. 20), 2017 (hereinafter – the Amendment), was passed in second and third reading on 9 January 2017. The Amendment prohibited calculating the distribution commission paid to an insurance agent by reference to the management fees to be charged to a person joining a provident fund. In addition, a penal provision was established, under which a person who violates this provision and calculates the distribution commission by reference to the rate of management fees is liable to a penalty of one year's imprisonment or a fine currently ranging between 226,000 new shekels and 3,616,000 new shekels, depending on the identity of the violator. The Amendment's commencement was set for 1 April 2017.
