Until this amendment, Section 3 of the Holocaust Survivors Benefits Law provided that from the amount of the allowance due to Holocaust survivors under the Law, the amount of the monthly allowance they receive under the 1992 agreement with Germany - an allowance known as the "Article 2 Fund allowance" - would be deducted. The amendment cancels the deduction obligation with regard to Holocaust survivors who have been determined to have a disability rating of more than 25% and who have no additional income. These are the same survivors who are entitled to income-based compensation and increased income-based compensation under the Law on Disabled Victims of Nazi Persecution.
