The Civil Recognition of Military Training Law, 2016 was passed in second and third reading on 29 February 2016. The Law authorizes the Head of the Manpower Directorate to approach a civilian entity whose field of authority includes a particular civilian training, with a request to examine the degree to which the requirements of a particular military training correspond to the requirements of the civilian training. The authorized civilian entity may recognize the military training in the manner in which it recognizes the civilian training, notify the Head of the Manpower Directorate that in order to recognize the military training the IDF will need to make various adjustments or changes to the military training, recognize the military training partially, recognize the military training as fulfilling part of the requirements of a civilian training, or notify the Head of the Manpower Directorate that it does not recognize the military training. The Head of the Manpower Directorate will notify a soldier, during their regular service, of recognition by an authorized civilian entity of military training they have acquired, and all such recognitions will also be published on the Ministry of Defense's website. The Minister of Defense will report to the Knesset Foreign Affairs and Defense Committee once a year on military trainings that have been recognized, fully or partially, and on military trainings that have not been recognized. The Law does not apply to academic studies, a teaching certificate, or a certificate of education worker in non-formal education. However, it does not prevent a recognized institution of higher education that wishes to do so from granting an exemption for purposes of academic studies, studies toward a teaching certificate, or studies toward a certificate of education worker in non-formal education, to a person who has completed a particular military training.
