The Military Justice Law (Amendment No. 69), 2016 was passed in second and third reading on 29 February 2016. The Law provides that the term of office of the Soldiers' Complaints Commissioner will be seven years (compared to five years currently) and will be limited to one term of office. In addition, the Law establishes a series of arrangements relating to the process of appointing the Commissioner and to filling in for them: A. The Minister of Defense must bring a candidate for the position of Complaints Commissioner for approval by the Foreign Affairs and Defense Committee 90 days before the end of the outgoing Commissioner's term of office (compared to 30 days currently), and the Committee must discuss the appointment no later than 30 days before the end of the term. B. In the event that the Commissioner is temporarily unable to perform their duties, the Minister of Defense must appoint a deputy within 14 days. C. In the event that the Commissioner is permanently unable to perform their duties (for more than six months), they will be deemed to have resigned from their position. D. In the event that the Commissioner's position becomes vacant before the end of their term of office, the Minister of Defense must appoint a deputy within 14 days, and propose a permanent candidate for the position to the Foreign Affairs and Defense Committee as early as possible and no later than 30 days from the day the Commissioner ceased to serve in the position. The Committee must discuss the appointment within an additional 30 days. E.
