The Minister of Defense must bring a candidate for the position of Complaints Commissioner for approval by the Foreign Affairs and Defense Committee 90 days before the end of the outgoing Commissioner's term of office (compared to 30 days currently), and the Committee must discuss the appointment no later than 30 days before the end of the term. B. In the event that the Commissioner is temporarily unable to perform their duties, the Minister of Defense must appoint a deputy within 14 days. C. In the event that the Commissioner is permanently unable to perform their duties (for more than six months), they will be deemed to have resigned from their position. D. In the event that the Commissioner's position becomes vacant before the end of their term of office, the Minister of Defense must appoint a deputy within 14 days, and propose a permanent candidate for the position to the Foreign Affairs and Defense Committee as early as possible and no later than 30 days from the day the Commissioner ceased to serve in the position. The Committee must discuss the appointment within an additional 30 days. E. In the event that the process of appointing a new Commissioner has begun, but has not yet been completed by the end of the outgoing Commissioner's term of office, the Minister of Defense may extend the outgoing Commissioner's term of office for a period not exceeding three months. If it was not possible to extend the term of office, the general provisions of the Civil Service Law (Appointments) will apply to such cases, according to which the Minister of Defense may, in consultation with the Civil Service Commissioner, appoint one of the state employees as a deputy.
