The Second Authority for Television and Radio Law (Amendment No. 33) (Amendment No. 3), 2015 (hereinafter - Amendment No. 3), was passed in second and third reading on 20 October 2015. This law amends the Second Authority for Television and Radio Law (Amendment No. 33), 2011, and concerns changing the regulatory method in the field of commercial broadcasting, such that concessions for commercial television broadcasts will no longer be granted, and instead licenses for commercial television broadcasts will be granted. Amendment No. 3 repeals Chapter B of the principal law, which concerns the technical adaptation of the Second Authority for Television and Radio Law, 1990 (hereinafter - the Second Authority Law) to the licensing system, and its commencement was set for 1 November 2015. Repeal of the chapter was required because the Second Authority for Television and Radio Law (Amendment No. 37), 2012, provided that if a holder of a concession for television broadcasts on Channel 2 requested an extension of its concession and the other Channel 2 television broadcast concession holder consented, the Second Authority for Television and Radio Council would extend its concession until 31 October 2017. Indeed, the Second Authority Council extended the concessions of the Channel 2 concessionaires until the said date. The said extension of the concessions is inconsistent with the entry into force of the said Chapter B on 1 November 2015.
