Official summary of the law (Knesset)

The Television Broadcasts (Subtitles and Sign Language) Law, 2005, establishes provisions regarding the accompaniment of various types of television broadcasts with subtitles and sign language translation. Regarding commercial advertisements, prior to this amendment the Law provided an exemption from its application for an advertisement exceeding 5 minutes in length. This amendment cancels that exemption and provides that the Law shall apply to every commercial advertisement, regardless of its length, and the Law's provisions regarding a "program" shall apply in this regard. This means that all commercial advertisements broadcast on television shall be required to be accompanied by subtitles, and 5% of them shall be required to be translated into sign language. It was further determined that public service announcements shall be accompanied by subtitles.
