The Regulation of Occupations in the Health Professions Law provides that in order to obtain a certificate in the professions of occupational therapy, physiotherapy, treatment of communication disorders, and nutrition, an applicant is required, among other things, to hold a first academic degree in that health profession. The amendment establishes a transitional provision that will allow, for six years, the granting of a certificate in the said health professions to a person who completed certificate studies in health professions abroad that were recognized by the Director General of the Ministry of Health (hereinafter – the Director) in accordance with the rules set out in the Law, provided that the applicant met all other requirements set out in the Law for obtaining a certificate, except for the academic degree. The Director may order, in exceptional cases, that the applicant shall not receive a certificate unless he has practiced the health profession in Israel to a significant extent for 6 months, and has demonstrated knowledge and experience to the Director's satisfaction. The provisions of the amendment shall not apply to an Israeli resident whose center of life was in Israel before leaving Israel to study health professions outside Israel, since the Law is not intended to allow Israelis an alternative route to the Law's requirements, which include the requirement of an academic degree. The Minister may extend the validity of the temporary provision for two additional periods of three years each. It is further established as a permanent provision that decisions to condition or reject an application for a certificate in a health profession shall be reasoned in writing.
