Official summary of the law (Knesset)

The Law establishes that the Attorney General shall provide legal opinions and legal advice on matters of law to all bodies of the executive branch, and shall assist the Government in realizing its policies and objectives within the framework of the law, in enforcing law within the executive branch, and in promoting uniformity and coordination in the interpretation of the law therein. The Law further establishes that bodies of the executive branch shall regard a written legal opinion given by the Attorney General as reflecting the existing law; however, the Government may decide that it, or other bodies within the executive branch, are not required to regard it as such, except with regard to the exercise of powers in the field of criminal law. In addition, the Law establishes that the Attorney General shall present the position of the executive branch in proceedings before a court, and that the authority to determine the position of the executive branch rests with the Government; the position shall be determined by the Attorney General, unless the Government has determined a different position. The Law further establishes that in cases where the Attorney General believes that the position of the executive branch cannot be presented, or where the relevant minister believes that the position is not being or will not be properly presented by the Attorney General, the Government may decide that the position shall be presented by another attorney. In such a case, as a rule, the Attorney General shall not be permitted to appear unless given approval. These provisions do not apply to proceedings in the field of criminal law, to powers granted to the Attorney General by enactment, or to the representation of bodies exercising judicial or quasi-judicial authority. The Law further establishes that the Attorney General shall be independent in his considerations and decisions, and in matters relating to the field of criminal law shall be subject to no authority other than that of the law. The Law establishes that the Attorney General bears responsibility for the fulfillment of his duties to the Government and is subject to the supervision of the Minister of Justice, and also regulates his reporting duties to the Minister and the exceptions to these duties. The Law shall come into effect on 1 January 2027. It is established that within 30 days from the effective date of this Law, the Government shall adopt a decision in accordance with its authority under Section 5 of the Civil Service Law (Appointments), 1959.
