The Law establishes two amendments to the Knesset Law, according to which: 1. Israeli holidays and their eves will not be counted in the period during which the budget law must be passed following the formation of the government (as proposed in the Basic Law: The Knesset (Amendment No. 51) Bill); 2. החוק קובע שני תיקונים לחוק הכנסת לפיהם: 1. מועדי ישראל וערביהם לא יבואו במניין התקופה שבה יש להעביר את חוק התקציב לאחר הקמת הממשלה (כפי שמוצע בהצעת חוק-יסוד: הכנסת (תיקון מס' 51)); 2. קבוצה של ארבעה חברי כנסת יכולים להתפלג מסיעתם, גם אם אינם מהווים שליש ממנה.
