The law authorizes the approving committee appointed under Section 10 of the Victims of Hostile Actions (Pensions) Law to recognize a hostile act that occurred outside the State of Israel, even if its purpose was not to harm Israel or the Jewish people. Recognition will apply if the hostile act was carried out by an organization at least one of whose purposes is to harm Israel, Israeli citizens, or Jews. A person will not be recognized as a victim if the harm occurred outside Israel in a country listed in Section 2A of the Prevention of Infiltration (Offenses and Jurisdiction) Law, 1954, except for Egypt or Trans-Jordan. The law further establishes that if payments are made to the victim under foreign law or by a foreign state for the same hostile act, these payments will be deducted from the benefits under this law. The Minister of Labor, Social Affairs and Social Services, with the consent of the Minister of Defense, may establish additional conditions for approving a hostile act that occurred outside Israel.
