Before the amendment to the Law, holders of a visa and permit for temporary residence of certain types were not considered residents under the National Insurance Law [Consolidated Version], 1995, if they had resided in Israel for less than 183 days from the date of receiving the visa and permit. The amendment to the Law is intended to enable advancing the date from which a person who received a visa and permit for temporary residence of a certain type will be considered an Israeli resident for the purposes of the said Law, if that person also resided in Israel before receiving the visa and permit. It was determined that, regarding a person who received a visa and permit for permanent residence of certain types, the count of the required 183 days will also include days during which he resided in Israel in the half-year preceding the receipt of the visa and permit, provided that he will not be considered a resident prior to the date the visa and permit were granted.
