החוק קובע הסדרים משלימים לחוק-יסוד: משק המדינה (תיקון מס' 13) בכל הנוגע להקצאת תקציב התאמות בנסיבות שבהן הונחה הצעת תקציב המדינה יותר משישה חודשים לפני תחילת שנת הכספים שאליה מתייחס חוק התקציב. החוק קובע את אופן השימוש בתקציב ההתאמות ושיעורו, אופן הגשת דו"ח הפרשים לעניין קיום או אי־קיום הפרש גירעון והפרש הוצאות בעקבות עדכון תחזיות שייעשה בסמוך לתחילת שנת הכספים, וכן הגשת תכנית מאזנת לכיסוי יתרת הפרשים כאמור, ככל וקיימים.
