The Law to Amend the Prisons Ordinance (Amendment No. 66 – Temporary Provision – Swords of Iron) (Special Leave for a Prisoner), 2024, was established as a temporary provision for three months. Under it, it was established that the Commissioner or a prison officer with the rank of Gonder who was authorized may grant a prisoner, under conditions deemed appropriate by the Minister of National Security, special leave not exceeding 45 days; this due to the significant increase in prisoner occupancy beyond the incarceration quota, caused by the security situation prevailing in the state, due to which a special situation on the home front was declared, as defined in the Civil Defense Law, 1951, on 7 October 2023. This arrangement is conditional on the prisoner being an Israeli citizen or resident of Israel who has served at least half of the prison term imposed on him and whose remaining sentence does not exceed 45 days on the day of release for leave. Furthermore, it was established that this arrangement shall not apply to prisoners convicted of certain offenses, including security offenses or those for which there is a presumption of dangerousness, and that a prisoner's term of imprisonment shall not be extended due to special leave granted to him under this Law.
