It was decided to allow apartment splitting with relief through two tracks: the first, splitting an existing unit into two units, under which it is proposed that the local committee must approve the split unless there is an opinion from the committee's engineer that the existing infrastructure does not provide an adequate response to the increase in housing units. Under the second track, it is proposed to approve the addition of up to 45 square meters to an existing unit for the benefit of the new unit, under conditions specified in the proposal, including the obligation to add a protected space to the apartment if the minimum area for a protected space, at least, was added to it. It is further proposed that in the Northern and Southern Districts, housing units that have been split will not be counted toward the limitation on the number of housing units under National Outline Plan 35, up to a rate of 20% of the fixed units for that locality.
