The Law constitutes a comprehensive amendment to the Protection of Privacy Law, including an update of the basic terms and definitions of the law and a narrowing of the registration duty so that it applies only to public bodies and information traders that own a database containing information on 10,000 people or more. It is further determined that restrictions must be set and updated on the processing of information in a database, including a prohibition on processing personal information for a purpose other than that for which it was provided, a prohibition on processing information without authorization or in deviation from the authorization of the party controlling the database, and a prohibition on processing information that was created, received, accumulated or collected in violation of the provisions of the law or any other law governing information processing. An obligation was also established to appoint a privacy protection officer in bodies subject to the registration duty and in bodies that process personal information on a significant scale. In addition, the Law strengthens the Privacy Protection Authority and grants it explicit and updated powers of oversight, administrative inquiry, administrative enforcement and criminal investigation, subject to the restrictions and conditions specified in the law. It is further determined that the Authority will have the power to request from the Administrative Affairs Court an order to stop the processing of personal information and to delete it.
