Official summary of the law (Knesset)

The Law establishes eligibility for compensation in lieu of salary for a person who was kidnapped or went missing due to the events of 7 October 2023 (which had until now been anchored in an agreement under Section 9 of the National Insurance Law). The amount of the compensation will not be less than approximately 7,300 NIS (or 9,500 NIS in the case of a parent) and will be based on the income of the kidnapped or missing person prior to their kidnapping or disappearance, insofar as they were employed. The amount of the compensation will not exceed approximately 49,000 NIS. Eligibility will continue as long as the kidnapped person has not been released or the missing person has not been located. The arrangement will remain in effect until 6 October 2026. The Minister of Labor, with the approval of the Knesset Labor and Welfare Committee, may extend its validity for additional periods not exceeding one year each time. The arrangement will not apply to kidnapped persons who are soldiers or members of the security forces.
