About the law and the debate
Official summary of the law (Knesset)
The law establishes that digital content service providers shall determine and publish rules regarding the handling of and access to a user's personal content after their death. It is established that these rules shall be published in an accessible and clear manner in the language in which the service is provided. As part of these rules, the provider must establish provisions that allow a user to choose to grant another person access to their personal content or part of it, or not to grant access to another person at all. However, the provider may determine that access will not be given to part of that content. In addition, it is established that regarding interpersonal communication, between one person and another, the provider shall not be obligated to establish such provisions. It is also established that the Minister of Justice shall be authorized, with the approval of the Constitution Committee, to add to the schedule services to which the obligation to establish provisions shall not apply. It is established that the provider must update users from time to time on the rules it has set and on the user's choice, and that these provisions shall also apply to a digital content service provider that is not from Israel, insofar as it offers its services to Israeli users and directs its services to such users.
