Official summary of the law (Knesset)

The purpose of the Law is to address the unique difficulties in realizing the rights of crime victims with respect to the severe events of the murderous terrorist attack of 7 October and the days that followed. The Law expands the circle of family members to include grandparents, grandchildren, uncles/aunts and nieces/nephews, in order to address cases in which no family members from the closer circles currently specified in the Law remain alive. The Law allows the family members of a person killed as a result of an act of terror or hostile actions from 7 to 9 October 2023 to receive the deceased's rights according to the order of priority specified in the Law. Regarding crime victims who were kidnapped, it was determined that granting rights to family members would be subject to an examination of the harm to the privacy of the abductee. If the district attorney or a senior official in the State Attorney's Office authorized by him determined that a certain right or piece of information would harm the abductee's privacy, it would not be disclosed. In addition, it was determined that the crime victim or someone acting on his behalf who is entitled to receive his rights under the Law may give consent to transfer the exercise of the rights to another person, and if the person is a family member of an abductee, provided that he declared in writing a personal connection between the abductee and that person.
