Official summary of the law (Knesset)
The amendment to the law updates the transitional provisions for the chiropractic profession, which was already regulated in 2010, but due to the failure to enact regulations, professional certificates for chiropractors had not been issued by the time of the amendment (it should be noted that the regulations were enacted concurrently with the amendment): The transitional provisions established are: (a) A chiropractic certificate may be granted without the need for supervised work or passing examinations in Israel to a person who practiced chiropractic in Israel to a considerable extent for at least five years prior to the entry into force of the regulations concerning practical training, and who demonstrated knowledge and experience, provided that they submitted an application for the certificate within 12 months from the date of entry into force of the regulations; (b) A chiropractic certificate may be granted without the need to pass examinations in Israel to a person who practiced chiropractic in Israel prior to the entry into force of the regulations concerning practical training or the regulations concerning supervised work, provided that they submitted an application for the certificate within two years from the date of entry into force of the regulations. (c) A chiropractic certificate may be granted to a person who studied chiropractic as certificate studies (instead of academic studies), provided that the certificate of completion of studies was recognized in accordance with the conditions specified in the law, and that the studies began by 1 May 2029 — provided that the other conditions for receiving the professional certificate are met, or the conditions set out in the transitional provisions detailed above. Eligibility under this transitional provision is intended for immigrants and shall not apply to a person whose center of life was in Israel and who left it for the purpose of studies; in this regard, the definitions of youth arrival programs in Israel were refined, such that participants in them will not be considered as having their center of life in Israel. In addition, it was determined that until the end of two years from the date of publication of the law or from the date of entry into force of the regulations, whichever is later, the prohibitions in the law concerning impersonating a chiropractor or using this title shall not apply. It was further determined that a condition for recognition of supervised work is that a positive evaluation was given at the conclusion of the supervised work. The amendment to the law also includes arrangements regarding other health professions: It was determined that the prohibition in the law on performing actions unique to a certain profession shall not prevent the performance of supervised work required in that profession. It was also determined that a professional whose profession involves medical imaging is included in the definition of "caregiver" for the purposes of the Patient's Rights Law. The Physicians Ordinance was also amended so as to cancel the criminal implication of certain regulations enacted under Section 61 of the Physicians Ordinance, which mainly consist of technical or procedural provisions.
