The Amendment to the Law establishes that the Minister of Justice may, with the approval of the Knesset Constitution, Law and Justice Committee, amend by order details in the Second Schedule to the Law, after consulting with the Minister of Finance, in contrast to the previous law under which the Minister of Justice could only add details to the Second Schedule. In addition, Item 11 of the Second Schedule was amended, establishing that a class action against the Israel Land Authority, for the return of amounts it collected unlawfully in the course of its activity under the Israel Land Authority Law, 1960, will be filed under Item 11 only. The meaning of this amendment is that the Israel Land Authority will have the protections granted to the State, including the possibility of avoiding approval of the claim as a civil action if the Authority announced cessation, as well as limiting the restitution period to two years only.
