About the law and the debate
Official summary of the law (Knesset)
The Law extends the validity of the arrangement allowing postponement of the fulfillment of obligations set in a contract or in judicial decisions, and postponement of the payment date to a public authority, until 29 February 2024. Regarding payment dates to a public authority, the Law applies to everyone to whom it has applied so far: soldiers in mandatory, permanent and reserve service, personnel serving in internal security bodies (police officers, prison guards in certain units, and firefighters), employees of the rescue organizations Magen David Adom, ZAKA and United Hatzalah, and volunteers in these organizations at a scope equivalent to full-time employment, and the civilian population affected by the events: missing persons, abductees, captives, residents of evacuated communities, and anyone hospitalized for a period exceeding one week as a result of an injury caused by the fighting. The application of the Law to a person hospitalized while serving as a soldier was also clarified. Regarding the fulfillment of obligations set in contracts or judicial decisions, it was determined that this arrangement would apply more narrowly, and the eligible population would include soldiers in mandatory and permanent service in combat roles, reservists called up under Order 8, personnel serving in certain units of internal security bodies listed in the Law, missing persons, abductees, captives, and residents of evacuated communities. All rights will also apply to the spouses of eligible persons, if they are jointly liable for the obligation, to their estates, and to private companies and partnerships controlled by eligible persons.
