About the law and the debate
Official summary of the law (Knesset)
The Law for the Streamlining of Municipal Enforcement and Supervision in Local Authorities was enacted as a temporary provision in 2011, and began as a pilot in several local authorities. The purpose of the Law is to streamline the supervision and enforcement capabilities of local authorities regarding offenses within their areas of responsibility, as well as to assist the Israel Police in actions to prevent violence. To this end, the Law authorizes municipal inspectors and regulates the establishment of a municipal policing framework. Over the years, the temporary provision has been extended several times and its application has been expanded to additional authorities. In Amendment No. 11 to the Law, Section 23 was amended so that the validity of the Law was extended for an additional period, until 30 April 2024. In addition, the Second Schedule to the Law was amended in a manner that expands the powers of an "assisting inspector" to also include agricultural areas defined as "an area in which land cultivation activities or the management of livestock or plant farming are carried out." This expansion was made in light of unique challenges that emerged in the enforcement systems of regional councils, which had not been addressed under the existing law that allowed an "assisting inspector" to exercise his powers to assist the Israel Police in preventing violence in defined places under the jurisdiction of the local authority, including public parks, commercial areas and bathing beaches.
