About the law and the debate
Official summary of the law (Knesset)
The Law establishes, as a temporary provision, the postponement of various dates and obligations that occurred during the "determining period," which is the period between the start of the terror attack on 7 October 2023 and the end of the temporary amendment period on 7 November 2023. The Law also includes a mechanism for extending this period, subject to the approval of the Knesset Foreign Affairs and Defense Committee. Specifically, the Law allows a 30-day postponement of a date for performing an action stipulated in a contract, a date for performing an action stipulated in a court judgment or final court decision, and a date for payment to an authority, excluding alimony payment obligations and employment contracts, as long as these dates fall within the determining period. Those eligible for postponement of these dates and obligations are soldiers in mandatory, permanent and reserve service, members of internal security bodies (police officers, prison guards and firefighters), employees of the rescue organizations Magen David Adom, ZAKA and United Hatzalah and volunteers in these organizations at a scope equivalent to full-time employment, and the civilian population affected by the events, including missing persons, abductees, captives and residents of communities near the Gaza Strip and the Lebanon border, listed in the Schedule to the Law. Also included among the eligible group are spouses of eligible persons as long as they are jointly responsible for the obligation with them, estates of eligible persons, closely held companies and partnerships controlled by any of the eligible persons, and persons hospitalized for at least 7 days due to injury caused by the events during the determining period. Similar to the determining period, the Law includes a mechanism for extending the postponement period as well.
