Official summary of the law (Knesset)
This Law establishes that payments made by the Ministry of Aliyah and Integration to a new immigrant who is a soldier, serving in national-civilian service, a volunteer in national service or a volunteer in community service, shall be protected against transfer, lien or seizure, except in the case of an alimony debt. Such payments shall be protected both while held by the Ministry of Aliyah and Integration and during the first 30 days in the bank account. The Ministry of Aliyah and Integration retains the right to offset the payment due to the eligible person against a debt owed by that person to the Ministry. This Law also establishes that the Minister of Defense or the minister in charge of civilian service, as applicable, may determine by Regulations that payments made to soldiers, to those serving in national-civilian service, or to volunteers as mentioned above, by another government ministry for subsistence purposes, shall also be protected against transfer, lien or seizure.
