The Amendment to the Law extends the validity of the supervision orders as well as two temporary provisions established in the Vehicle Industry Services and Professions Licensing Law, 2016 (hereinafter – the Law), as detailed below. Regarding the validity of the supervision orders – the Law comprehensively regulates various areas in the vehicle industry, including vehicle import, garages, and vehicle appraisal, and within its framework updated arrangements were established intended to replace the supervision orders – orders enacted under the Supervision of Commodities and Services Ordinance, 1957, which are emergency legislation, and which regulated these areas until the enactment of the Law. Certain matters are regulated by procedural directives established under the supervision orders. Full implementation of the Law requires the enactment of a large number of regulations, some subject to the approval of the Knesset Economic Affairs Committee. In order to allow the Minister of Transport and Road Safety to complete the enactment of all required regulations, the Law determined that the supervision orders and the procedural directives issued under them would remain in effect until those regulations are enacted. The Amendment to the Law extends by one year, until 16 August 2024, the period during which the supervision orders concerning vehicle manufacturing and import, transport products, garages, and vehicle appraisal will remain in effect. In addition, the Amendment to the Law extends until the same date two temporary provisions as well: the temporary provision allowing a micro-importer (a vehicle importer authorized to import up to 20 vehicles per year) to import a vehicle even if 12 months have not yet passed from the vehicle's manufacture date until its registration date in Israel, and a temporary provision stipulating that the obligations imposed on a direct importer to service vehicles of the same make imported by indirect and micro importers will not apply to vehicles that are not passenger vehicles or commercial vehicles. Under the Amendment, the Minister of Transport and Road Safety may, by order and with the approval of the Knesset Economic Affairs Committee, extend the validity of the supervision orders for additional periods not exceeding 6 months in total, and extend the two aforementioned temporary provisions for two additional periods, each not exceeding 6 months, where regarding the temporary provision concerning the obligations of a direct importer with respect to vehicles that are not passenger vehicles or commercial vehicles (such as two-wheeled vehicles), the Minister may extend its validity only with respect to certain types of vehicles as determined by order.
