Official summary of the law (Knesset)
This Law establishes provisions regarding members of the psychiatric committees appointed and operating under the Treatment of Mentally Ill Patients Law, 1991. The Law cancels the distinction that previously existed between state employees and non-state employees regarding the appointment of psychiatrists to serve as members of a district psychiatric committee, and now the two psychiatrists who are members of the district committee will be appointed from a single list prepared by the Minister in consultation with the Israel Medical Association. In addition, the Law applies to members of the various psychiatric committees provisions to ensure integrity and prevent conflicts of interest. The Law also establishes a limitation on the term of office of a psychiatric committee member and provisions regarding termination of the term by the Minister before its end. Additionally, under the provisions of this Law, a retired judge will be appointed who will be responsible for examining complaints about the conduct of committee members in the performance of their duties, and he will be authorized, among other things, to recommend to the Minister to remove a committee member from office, suspend his term, or issue him a warning.
