The Law for Regulating the Rabbi Shimon Bar Yochai Hillula Event at Mount Meron (Temporary Provision), 2023 was approved in second and third reading on 2 April 2023. The Law establishes a limit on the number of persons present at the Meron site at any given moment during the hillula event, to be set by the Minister of Jerusalem and Jewish Tradition in a dedicated order for this purpose. The Law also establishes a restriction on staying at the Meron site, requiring a stay permit obtainable through a travel ticket mechanism, such that access to Meron will be permitted only through this means. In addition, the Law prohibits lighting at the Meron site other than as part of a single lighting event constituting the central lighting event, or as part of additional events: the central lighting event shall take place subject to approvals from police, security, fire-fighting authorities and a licensed engineer.
