The Law extends the validity of the Emergency Regulations (New Coronavirus – Enforcement), 2020 (hereinafter – the Emergency Regulations), with the changes determined by the Committee, for a period of 45 days from the date of expiration, i.e. until 30 July 2020, with an option for a further extension of 45 days, at the Government's request and subject to the approval of the Constitution, Law and Justice Committee and the Knesset plenum. The Emergency Regulations establish the legal basis for creating an enforcement arrangement for various provisions relating to dealing with the coronavirus (such as the duty of isolation, wearing masks, and restrictions on commercial and leisure activity), by establishing criminal and administrative offenses – that is, the imposition of fines by a police officer or inspector. As part of the changes made by the Committee, the authority of police officers and inspectors to enter a residence without a court order was revoked; it was decided not to approve prison sentences for the offenses established in the Law; it was clarified that an offense under which a police officer may order the dispersal of a gathering shall not permit infringement of a demonstration; and it was also decided that only a police officer and a state employee inspector may impose an administrative fine for violation of the isolation duty.
