The law authorizes the Registrar of Enforcement and Collection to spread out an arrears debt in alimony/child support into installments, under conditions specified in the law and after being convinced, in accordance with the debtor's ability and the extent of harm to the creditor, that the spreading out is justified — this in contrast to the current situation, under which only the court is authorized to spread out an arrears debt in alimony/child support. It was further established that the Registrar will be authorized to approve an arrangement between a creditor and a debtor concerning an arrears debt in alimony/child support, as defined in the said law.
