Before the amendment came into force, the Central Elections Committee was the body that determined the factional composition of the ballot committees and the factions from which the chairperson of the ballot committee and their deputy would be drawn. A regional elections committee was permitted to change, within the electoral region in which it operates, the composition that had been determined, if this was done with the agreement of the factions, and if after the change at least three factions would be represented on the ballot committee and the balance between the ballot committee's factions would be maintained. However, a regional elections committee was not permitted to make similar changes between different electoral regions. Amendment No. 69 to the Knesset Elections Law [Consolidated Version], 1969, established that the chairperson of the Central Committee would be permitted to change the Central Committee's determination regarding the factional composition of the ballot committees between different electoral regions, even if this would change the number of a faction's representatives in a particular electoral region, if this was done with the agreement of the factions, and if after the change at least three factions would be represented on the ballot committee and the balance between the ballot committee's factions would be maintained, provided that the number of a faction's representatives in each region would not change by more than 10% of the number determined by the Central Committee.
