The Law was passed in second and third reading on 1 January 2018, and it amends the Water and Sewage Corporations Law, 2001. As currently worded, it requires the council of the Government Water and Sewage Authority (hereinafter – the Authority) to instruct local authorities that had not transferred operation of their water and sewage services to a corporation as required by 31 July 2013 to do so by 30 December 2017, and it authorizes the Authority to impose sanctions on such local authorities. The Law also sets binding deadlines, applicable in 2018 and 2019, regarding the obligation of local authorities to transfer the water and sewage services within their jurisdictions to regional corporations that will provide water and sewage services to several local authorities. The Law as passed postpones these deadlines by a year and a half.
