The Law was passed in its second and third readings on 25 December 2017, and it amends the Parking for the Disabled Law, 1993 (hereinafter – the Parking for the Disabled Law). The Parking for the Disabled Law establishes a permit for a disabled person to park in a place where parking is prohibited, under certain conditions. By virtue of this permit, prior to the amendment, a disabled person was also permitted to park in a parking space designated by a sign for another disabled person, which caused harm to the disabled person for whose vehicle that parking space was designated. The amendment was enacted to resolve this situation by adding an exception, so that a disabled person will not be permitted to park his vehicle in a parking space designated by a sign for another disabled person.
