The Law is intended to regulate by legislation various arrangements that will streamline enforcement in the field of competition in the LPG market – the gas used, among other things, by households for heating and cooking. The main amendments in the Law are: 1. The Director of the Fuel and Gas Administration (hereinafter - the Director) will be authorized to impose financial sanctions on a gas supplier or refinery for violating the provisions of the State Economy Arrangements Law (Legislative Amendments) (hereinafter - the Law) regarding the gas sector, instead of the Director of Gas Safety Affairs. 2. The provisions regarding financial sanctions were updated and adapted to the standards of advanced legislation; additional provisions were established, the violation of which would allow the Director to impose financial sanctions, as well as grounds under which the Director would be entitled to reduce or increase the amount of the financial sanction, for example, when the violation was committed against a large number of consumers. 3. Regarding onerous conditions, a gas supplier will not be permitted to include in a gas supply contract a condition requiring a minimum contractual period. 4. Additional details that the gas supplier must include in the consumer's gas bill were established in the Law. 5. In order to improve enforcement capabilities in this area, the Law includes an indirect amendment to the Land Law (Replacement of a Gas Supplier Supplying Gas via a Central Gas System), 1991, which expands the enforcement powers of inspectors.
