The Disabled Persons Parking Law (Amendment No. 7), 2017 was passed by the Knesset on 3 July 2017. The Law establishes that a local authority will be required to allocate to a disabled person residing within its jurisdiction, who is entitled to this under the Law, a parking space as close as possible to his place of residence and at a distance not exceeding 200 meters from the place of residence. The parking space will be marked with a sign to be placed by the local traffic signage authority, specifying the details of the disabled person's vehicle for which the parking space was allocated. The disabled person or a person accompanying him or driving the vehicle for him may park in the said parking space free of charge. It was further established that the authority will be exempt from allocating such parking if the disabled person has a parking space designated for his exclusive and permanent use, and that if there is no parking space that can be allocated within a distance of up to 200 meters from the disabled person's place of residence, the authority will be required to allocate, to the extent possible, a parking space within a distance of up to 400 meters from the disabled person's place of residence. The obligation to allocate a parking space for a disabled person as described will not apply to all disabled persons currently eligible under the Law to receive a disabled person's badge, but rather to disabled persons whose mobility is most severely limited – blind persons, disabled persons who require wheelchairs or a vehicle due to limb disability, and disabled persons who have been determined by law to have a disability rating of more than 90%.
