It is proposed to allow a holder of a general license for cable broadcasts and a holder of a license for satellite broadcasts to also broadcast general news broadcasts through a party that has received from the Council for Cable and Satellite Broadcasting a license to broadcast an international news channel originating in Israel. A news broadcaster as described is one whose news broadcasts and current affairs programs are intended mainly for an audience outside Israel, whose broadcasts are not in Hebrew and are not accompanied by Hebrew subtitles. The broadcaster must be a corporation registered in Israel, or its broadcasts must be produced and edited, all or at least a significant portion of them, in Israel. It is established that the Council for Cable and Satellite Broadcasting will not grant a license to broadcast such a news channel unless it has found that most of its connections are not to Israel, in accordance with rules it will establish for this purpose.
