The Law for the Regulation of Supervision of Dogs (Amendment No. 5), 2017 was passed in second and third reading on 20 March 2017, and it authorizes the Minister of Agriculture and Rural Development, after consultation with the Minister of Environmental Protection, to establish in Regulations provisions regarding methods by which the state will act to reduce the reproduction of stray dogs without resorting to euthanasia. The law further determines that in the state budget, in a separate program within the budget item of the Ministry of Agriculture and Rural Development, a sum of 4.5 million NIS will be allocated annually for the implementation of these Regulations, starting from the 2017 budget year onward.
