The law establishes the status of the Wingate Institute as the National Institute for Sports Excellence. The law sets out provisions regarding the establishment of the Institute as a statutory corporation and that its purposes are to promote sports culture in Israel, to develop and promote sports activities in Israel, in all fields and at all levels, and to initiate such activities, as infrastructure for the development of competitive sports; to promote excellence in competitive sports, including assisting elite athletes in their professional development. The law also establishes the Institute's units, as well as its cooperation with the Olympic Committee in operating the unit for competitive sports, and sets out its public functions for achieving its purposes. In addition to its public functions, the Institute may carry out additional profit-generating activities, consistent with its purposes and under the conditions set out in the law. The law sets out provisions regarding the Institute's institutions, including the Institute Council and its members, the Research Committee and subcommittees, the Audit Committee and the Institute's Director General, and provisions regarding the Institute's employees. Provisions were also set regarding the Institute's budget, whereby funding for its activities will come from the state budget as well as from additional income from its activities and from donations, estates and grants.
