The Law regulates the status of a representative national students' organization and establishes that a non-profit organization or public benefit company may submit to the Council for Higher Education a request for recognition as a representative national students' organization, provided that a majority of the student associations in the country are members of it and that members of these associations constitute a majority of students at all institutions of higher education. In addition, it is established that at any given time there will be only one representative students' organization, and that only one student association from a given institution of higher education may be a member of it. It is also established that the Council for Higher Education will determine, based on a proposal by the Planning and Budgeting Committee, after consultation with the Minister of Finance and the Education, Culture and Sports Committee, the amount a student will pay to the representative students' organization, and the manner of its updating.
