The Law establishes that in a transaction for the sale of an asset or the provision of a service between the State or a budgeted body and a supplier who is an Israeli resident, invoices, receipt vouchers, credit notes and tax invoices shall be transferred in digital form only. The Schedule to the Law sets out state bodies or types of transactions of those bodies to which the said rule will not apply. In addition, the Minister of Finance was authorized to determine in Regulations the application of the Law to budgeted bodies, taking into account the budget of the budgeted body, the number and amount of transactions it carries out, as well as special circumstances applicable to it; with regard to suppliers - the Minister of Finance may take into account the supplier's annual turnover, the number of transactions carried out between it and the State or the budgeted body, or the amount of the transaction. The commencement of the Law was set for the date of commencement of the Regulations regarding the budgeted bodies and suppliers. It was further determined that the Minister of Finance must bring the first Regulations and the first orders for approval by the Science and Technology Committee, regarding transactions to which the State or state bodies are a party - by 31 December 2016, and regarding transactions to which budgeted bodies are a party - by 30 June 2017.
