The National Insurance Law establishes the entitlement to a long-term care benefit of an insured person who has reached retirement age and who is largely dependent on the assistance of others to perform most daily activities, or who requires supervision. The Amendment provides that entitlement under the long-term care benefit shall be to a certain number of service units per week, rather than to a sum of money. These service units shall entitle the insured person to receive long-term care services. The Amendment specifies the long-term care services to which the insured person is entitled under the benefit, and their value in service units. For a person who chose to receive his benefit in cash, the benefit shall be calculated according to the number of service units to which he is entitled in accordance with his eligibility level, with the value of each unit based on the rate paid by the National Insurance Institute to long-term care companies for an hour of care.
